The Madhya Pradesh government has signed an agreement with Submer Technologies to develop up to 1 gigawatt of AI-ready data centre capacity, using energy-efficient cooling solutions designed to reduce the environmental footprint of digital infrastructure. The MoU was signed following a high-level delegation visit to Submer’s innovation centre in Barcelona on July 17.
The deal marks a major step in the state’s digital infrastructure roadmap. The collaboration will involve the deployment of advanced cooling technologies such as immersion cooling and direct-to-chip systems. These methods drastically reduce electricity consumption and water usage in comparison to traditional air-cooled systems.

Submer’s solutions have already resulted in over 600 GWh of energy savings and 3 billion litres of water conserved globally, making the company a key player in sustainable data centre design. Madhya Pradesh, through this agreement, is aiming to tap into this expertise to create next-generation infrastructure that meets both technological and environmental goals.
State support and local impact at the centre of the agreement
Under the terms of the MoU, the Madhya Pradesh State Electronics Development Corporation (MPSEDC) will provide support in the form of land allotment, regulatory facilitation, and investment incentives. Submer, in return, will lead the design, training, and technical enablement of the facilities, ensuring knowledge transfer and long-term capability building.
The initiative is also expected to drive local job creation, skill development, and innovation ecosystems. With the AI economy rapidly expanding, the ability to host high-density, low-energy data centres positions the state as a competitive destination for future tech investment.
Submer’s leadership team is scheduled to visit Madhya Pradesh later this month to assess suitable locations and meet with regional stakeholders. The project is being framed as a cornerstone for India’s sustainable digital transformation.
