The Government of Andhra Pradesh unveiled a strategic partnership with IBM, BharatGen, and NxtGen to construct the Swadeshi AI Stack, a comprehensive sovereign AI technology framework tailored for citizen-centric applications in Telugu and other Indian languages. This unified platform consolidates foundation models, government datasets, software layers, and deployment infrastructure to operate seamlessly on sovereign clouds or on-premises data centers, targeting governance, welfare delivery, agriculture, MSMEs, and education sectors.
The collaborators will deliver end-to-end technical and strategic advisory on architecture, design, and operational models to realize Andhra Pradesh’s vision for localized AI empowerment.
IBM Enables Sovereignty‑By‑Design Workloads
IBM brings proven capabilities in data and AI optimization, hybrid cloud management, governance protocols, automation pipelines, and security frameworks to scale AI deployments with inherent sovereignty. The approach empowers model developers and infrastructure operators to execute workloads under complete control of data flows, operational processes, and compliance governance.
IBM India leader Sandip Patel emphasized the critical role of indigenous foundation models combined with sovereign GPU resources in transforming public services through trustworthy, secure AI systems. This technical foundation supports rapid iteration while upholding data localization mandates central to India’s digital public infrastructure strategy.
BharatGen Powers Multilingual Cultural Intelligence
BharatGen contributes a robust layer of entirely India-built sovereign AI models engineered for the nation’s linguistic and cultural diversity, featuring native proficiency in Telugu alongside 21 other scheduled languages.
Under Prof. Ganesh Ramakrishnan’s leadership, these multilingual foundation models enable government departments, startups, academic institutions, and enterprises to collaboratively develop solutions advancing state-level governance efficiency, welfare program personalization, agricultural productivity tools, and MSME digital enablement. The integration facilitates hyper-personalized public services that resonate with local contexts while rigorously preserving citizen data integrity and privacy standards.
NxtGen Infrastructure Ensures Compliant Scalability
NxtGen furnishes the foundational sovereign cloud, high-performance GPU clusters, and AI-specialized data center services optimized for training and inference workloads within Indian jurisdiction. These environments adhere strictly to data sovereignty regulations, security certifications, and operational compliances, delivering resilient hosting for both general-purpose and domain-specific models.
Executive A.S. Rajgopal noted the infrastructure’s capacity to slash deployment costs while maintaining technological independence, positioning Andhra Pradesh as a frontrunner in population-scale AI infrastructure.
Ministerial Vision for Responsible AI Leadership
IT, Electronics, and HRD Minister Nara Lokesh framed the Swadeshi AI Stack as a cornerstone of Andhra Pradesh’s citizen-first digital ecosystem, deeply rooted in Indian languages, values, and priorities. The initiative aligns with broader ambitions to cultivate startup ecosystems, elevate governance through scalable infrastructure, and pioneer responsible, inclusive AI applications at state level.
