C-DOT to Build Quantum Communication CoE in Amaravati

The Centre for Development of Telematics (C-DOT) has signed an MoU with the Government of Andhra Pradesh to participate in the Amaravati Quantum Valley (AQV) initiative, a state-led program aimed at building India’s first integrated quantum ecosystem. As part of the agreement, C-DOT will establish a Centre of Excellence (CoE) for Quantum Communication & Security Solutions within AQV.

A Strategic Push to Build India’s Quantum Backbone

C-DOT, the telecom R&D arm of the Department of Telecommunications, already has a strong lead in quantum-secure communication. Its quantum key distribution (QKD) systems and related technologies are deployed across academic institutions, government labs and live telecom networks.

The partnership with Andhra Pradesh now positions C-DOT to scale this expertise. AQV is designed to bring together quantum hardware manufacturing, software development, talent creation, and deep-tech research into a single, coordinated environment. The project’s goal is simple: make Amaravati a national hub for quantum innovation.

What C-DOT Will Build in Amaravati

At the new CoE, C-DOT will focus on the following priority areas:

  • Quantum communication systems aligned with India’s National Quantum Mission (NQM)

  • Quantum-safe network security and privacy-enhancing technologies (PETs)

  • Cost-effective sub-components for quantum hardware

  • A full-scale integrated testbed for quantum communication and security

  • Advanced research support, training, and skill-building programs

The testbed and PET-focused research are especially critical as India rolls out the Digital Personal Data Protection (DPDP) framework, which will require stronger privacy and encryption technologies across sectors.

Why Amaravati Quantum Valley Matters

The AQV initiative is one of India’s most ambitious state-led technology programs. It brings together:

  • Dedicated quantum research infrastructure

  • Industry-academia collaborations

  • Talent development pipelines

  • Quantum hardware and photonics manufacturing

By integrating all these layers, the state aims to accelerate India’s progress toward quantum-secure communication networks and next-generation cryptography.

Leadership Signals Strong Commitment

The MoU was exchanged during the CII Partnership Summit in Vizag, in the presence of:

  • Nara Lokesh, Minister for IT, Andhra Pradesh

  • Dr. Pankaj Kumar Dalela, Executive Vice President, C-DOT

  • Bhaskar Katamneni, Secretary, ITE&C Department, Andhra Pradesh

The government emphasized that AQV is central to its strategy to position Andhra Pradesh as a deep-tech hub, while C-DOT noted that its quantum communication solutions are ready for scaled deployment nationwide.

By anchoring a national-level CoE inside Amaravati Quantum Valley, C-DOT is set to play a defining role in strengthening India’s quantum-safe digital infrastructure. The collaboration is expected to accelerate domestic innovation, expand talent capacity, and build secure communication frameworks capable of withstanding future quantum-powered cyber threats.
