The Competition Commission of India (CCI) has released a comprehensive report titled Market Study on Artificial Intelligence and Competition, marking a significant step in understanding how AI is reshaping India’s business and regulatory environment. Conducted by the Management Development Institute Society (MDIS), the report explores the rapidly evolving AI landscape, its implications for market dynamics, and the regulatory frameworks needed to ensure fair competition.

The study combines extensive literature review, interviews, and stakeholder surveys to paint a detailed picture of India’s AI ecosystem. It identifies key trends in AI adoption across industries and highlights the structural shifts in competition brought on by automation, algorithmic decision-making, and digital platforms. The findings indicate that AI is driving unprecedented changes in consumer behaviour, innovation cycles, and market concentration.
While AI promises efficiency and innovation, the report warns of emerging risks such as data monopolies, algorithmic collusion, and anti-competitive gatekeeping. These challenges, if unchecked, could distort markets and stifle fair competition.
Policy Recommendations and Regulatory Roadmap
To safeguard consumer welfare and ensure a level playing field, the report proposes a multi-pronged regulatory approach:
Organising conferences on AI and competition with key stakeholders.
Launching advocacy workshops on AI compliance.
Strengthening CCI’s in-house technical capabilities.
Establishing a dedicated AI-focused digital markets think tank.
Promoting inter-regulatory coordination and global collaboration.
Importantly, the study urges enterprises to self-audit their AI systems for compliance and adopt transparency measures to mitigate information asymmetry. It also calls on the government to expand access to AI infrastructure and reduce entry barriers for Indian startups.
Towards a Competitive and Responsible AI Economy
With over 295 universities adopting AI tools and student-led chip designs on the rise, India is becoming a hotbed for AI innovation. The CCI’s market study is not just an academic exercise—it is a blueprint for building a responsible and competitive AI-driven economy.
The report’s recommendations are expected to inform future policy and ensure that India’s AI trajectory aligns with both innovation and regulatory oversight.
