In a significant move to bolster India’s gig economy, the Ministry of Labour & Employment signed a Memorandum of Understanding (MoU) with Swiggy on Monday in New Delhi. The collaboration, formalized in the presence of Union Minister Dr. Mansukh Mandaviya and Minister of State Sushri Shobha Karandlaje, aims to create over 12 lakh job opportunities in the next 2–3 years through the National Career Service (NCS) portal.
Dr. Mandaviya described the MoU as a “win-win model,” highlighting how Swiggy will benefit from access to a wide, job-ready talent pool, while job seekers across India will gain visibility into verified gig and delivery-based employment. “The NCS portal has become a key tool for workforce mobilisation, with over 1.25 crore active job seekers and 40 lakh employers registered as of January 31, 2025,” he added.
Bringing Gig Jobs to the Forefront
Swiggy will integrate real-time listings of gig opportunities—such as delivery, logistics, and support roles—into the NCS platform. This move is set to enhance the visibility of location-based and flexible work, especially in urban and semi-urban areas. The API-based integration will allow seamless application tracking and timely updates for job seekers.
Swiggy’s Chief of Corporate Affairs, Mr. Dinker Vashisht, emphasized the potential of digital entrepreneurship to transform livelihoods. “This collaboration strengthens the bridge between government and private sector efforts to drive inclusive employment,” he said.

Inclusive Growth Through Strategic Collaboration
The MoU outlines key focus areas:
-
Regular posting of verified gig jobs on NCS
-
Real-time integration of job listings and application workflows
-
Structured onboarding and digital empowerment for workers
-
Promotion of inclusive hiring—especially for youth, women, and those seeking flexible work
-
Awareness and access to welfare schemes for gig workers
Union Minister Shobha Karandlaje reiterated the government’s vision to make NCS a holistic platform for employment, skilling, and counselling, capable of supporting hyperlocal and international job placements.
The partnership with Swiggy is part of a larger strategy by the Ministry to collaborate with private platforms to close the employment gap in key sectors and build a more resilient, tech-enabled job market.
