The Government of Odisha has selected Tata Consultancy Services (TCS) to implement the third generation of its Integrated Financial Management System (IFMS 3.0). The move aims to modernize the state’s financial infrastructure using cloud-native technologies and AI-driven tools.
This new system is expected to bring real-time financial visibility, automate core workflows, and improve overall governance outcomes. The development is part of Odisha’s long-standing partnership with TCS, which began in 2005 and has evolved through multiple system upgrades.
AI and analytics to streamline operations
IFMS 3.0 is built on a microservices-based architecture. It integrates TCS’s AI Workbench to support machine learning applications, chatbot interfaces, and analytics. This allows government departments to use multilingual virtual assistants, automate help desk tasks, and access insights for quicker decisions.
The platform will unify budgeting, revenue, payments, and accounts into a single digital system. Officials will be able to track fund flows in real time, generate performance reports, and improve precision in public service delivery.
Mobile access and enhanced security measures are also part of the rollout. The platform aims to ensure compliance with financial regulations while offering better usability for field officers and administrators.
A model for future governance platforms
Odisha’s IFMS 3.0 represents a broader shift among Indian states toward AI-powered governance systems. With budget planning, expenditure tracking, and audit readiness integrated into a single platform, the model may serve as a template for other states pursuing digital reform.
